The House of Representatives has given the green light to convert the decree on major sports events into law. Among the amendments is the one relating to the Atp tennis finals with the establishment of a committee that will be responsible for carrying out 'coordination and monitoring functions with regard to the promotion of the territory' with the organisational and executive activities of the event taken care of by the Italian Tennis and Padel Federation and Sport and Health.
Sports and Health will participate in monitoring activities
.In addition, the amendment was approved that provides that 'in cases of the granting of a contribution by the central government or its unlisted subsidiaries, in excess of 5 million euro, in favour of the organiser of a sporting event of national or international importance', Sport and Health will be the 'subject appointed to participate in the monitoring, management and organisation of the event'. The final text thus intends to overcome the specific issue, providing that the management of a sporting event will be entrusted to an enlarged committee, with the intervention of Sport and Health, in every case in which the State intervenes for its holding with contributions exceeding five million euros: no longer an ad hoc article, therefore, for the Finals still being held in Turin - which had provoked the reaction of the Fitp president, Angelo Binaghi, and of the opposition - but a text that applies 'erga omnes', meaning every event that is substantially supported by public money.
Institution of an extraordinary commissioner
Also approved was the amendment that envisages the establishment of an extraordinary Commissioner for stadiums in view of Euro 2032 - with mayors who will be sub-commissioners - as the 'subject responsible for the process of direction, coordination and implementation of activities and interventions related to sports infrastructures. This will remain in office until 31 December 2032, defining 'one or more intervention plans' with reference to the execution of works related to the provision of stadiums 'meeting the requirements set out in Italy's candidature to host the final phase' of Euro 2032.
Birth of an Italian Fund for Sport
Finally, in addition to the compulsory wearing of helmets on the ski slopes for everyone, among the approved changes is the creation of an 'Italian Fund for Sport', managed by the Institute for Sports and Cultural Credit, with the aim of 'supporting the promotion, awarding and organisation of major international sports events'. Also accompanying the Sport Decree is the technical report for the management of major sports events, with a share of costs directly attributable to the Milan-Cortina Paralympic Games of 248 million euros, compared to a total project value of approximately 2 billion euros.
