Waste bill: rising costs, here is who pays more from Sicily to Lombardy

The ranking of expenditure in the territories is contained in the latest report by the Institute for Environmental Protection and Research

Rising costs for citizens for the management of urban waste: according to the latest Ispra (Institute for Environmental Protection and Research) report, which calculated values considering all phases of the service (from sweeping to treatment), in 2023 the per capita threshold will be 197 euros (compared to 192.3 euros a year earlier) conditioned above all by some cost items of a variable nature, starting with the collection and transport of differentiated fractions, which weighs about 53 euros on the total 'bill'. The fixed items that have the greatest impact are those relating to municipalities (26.5 euro per inhabitant) and sweeping (24.5 euro per inhabitant).

The cost per inhabitant

In 2023, the total annual per capita cost of the service by geographic macro area is highest in the Centre with 233.6 euro/inhabitant (+5.3 euro/inhabitant compared to 2022), followed by the South with 211.4 euro/inhabitant (+9.1 compared to 2022) and the North with 173.3 euro/inhabitant (+3 euro/inhabitant compared to 2022). In all macro-areas, the item with the greatest impact on the total cost is that for the collection and transport of separated fractions (CRD), with 64.6 euro/inhabitant in the Centre (+2 compared to 2022), 57.5 euro/inhabitant in the South (+2.1 compared to 2022) and 45.3 euro/inhabitant in the North (+1.6 compared to 2022).243

Expenditure at regional level

Turning to the regional picture, here is the ranking of the highest disbursements. In the North, Liguria is once again the region with the highest cost per inhabitant, 275.7 euros (+5 compared to 2022), in the Centre Tuscany with 258.1 euros/inhabitant (+14.4 compared to 2022), followed by Latium with 233.7 euros/inhabitant (+3.9 compared to 2022) and finally in the South Campania with 227.2 euros/inhabitant (+12.8 compared to 2022) and Sicily with 217.1 euros/inhabitant (+7.5 compared to 2022). The lowest costs per inhabitant are found: in the North, in Lombardy with 144.5 euro/inhabitant (+2.2 compared to 2022) and in Friuli Venezia-Giulia with 144.9 euro/inhabitant (-0.6 compared to 2022) in the Centre in Marche with 173.4 euro/inhabitant, (-5.2 compared to 2022) and in the South in Molise, with 144.3 euro/inhabitant, (+3.1 compared to 2022).

The ranking of regional capitals

As for the check on the regional capitals, in 2023 the highest annual cost per capita is recorded for the city of Venice, with 411 euros/inhabitant (+6.6 compared to 2022), followed by Cagliari with 296.7 euros/inhabitant (+0.7) and Perugia with 291 euros/inhabitant (+5). The lowest values are observed, instead, for Campobasso and Trento - which, together with Cagliari, adopted the punctual pricing system some time ago - with 166.8 euro/inhabitant (+0.3) and 170.9 euro/inhabitant (-1.4). In the North, besides Venice, the highest total cost per capita is recorded in Genoa and Turin with, respectively, 284.8 euros/inhabitant (+0.9 euros/inhabitant compared to 2022) and 240.1 euros/inhabitant (+0.7). While the lowest cost is confirmed for Trento 170.9 euro/inhabitant (-1.4). In the Centre, Perugia has the highest per capita cost, at 291 euros/inhabitant (+5 euros/inhabitant compared to 2022), followed by Florence with 286.9 euros/inhabitant (+19.6) and Rome with 272.9 euros/inhabitant (+2.5). The lowest cost was recorded for the city of Ancona with 200.1 euro/inhabitant (-1.9 euro/inhabitant compared to 2022). In the South, the city of Cagliari was joined by Naples and Bari, respectively with 257.3 euro/inhabitant and 212.6 euro/inhabitant (+11 euro/inhabitant).

The benefits of punctual pricing

Ispra also replicated in this edition the analysis carried out on the punctual pricing system, examining a sample of 1,352 municipalities, with a population of over 9.7 million inhabitants. The survey has, therefore, also confirmed for 2023 what was found in previous surveys on 'pay-as-you-throw' - that is, citizens pay for the waste they actually produce, finding that the average total cost per capita is lower for these municipalities than for those that apply the presumptive Tari - which, instead, is calculated considering the surface area of the property and the number of people employed -. The average figure found on the sample is 166.6 euro/inhabitant per year. For the cities of Trento and Cagliari, the per capita cost was respectively 170.9 and 296.7 euro/inhabitant. For these cities, a percentage of separate collection of 82.4% and 76.8%, respectively, was reported.
