Waste bonus, starting in 2026: what the discount is worth, how it will be paid and who can access it

A new social waste bonus for 4 million economically disadvantaged households will start in 2026. The discount will be equal to 25 per cent of the Tari or, in any case, of the corresponding tariff owed by citizens and will be automatically recognised to all households with an Isee (the Indication of the Equivalent Economic Situation, the 'lens' through which economic condition is assessed) of less than EUR 9,530, or less than EUR 20,000 for large families (with at least four dependent children).
Cumulation with other bonuses
.The Authority for Energy, Networks and the Environment published Resolution 355 of 2025, which sets out the operating procedures necessary to enable the benefit to be disbursed automatically. The benefit is in addition to the bonuses already in force for electricity, gas and water, to support all those who are particularly disadvantaged economically.
How the benefit will be obtained
.But how can the facilitation be obtained? The bonus will be granted automatically, as is already the case for the other benefits (i.e. without the user having to make an explicit request) to all households that have submitted a Dsu (dichiarazione sostitutiva unica) to the Inp and obtained an Isee certificate below the set threshold of 9,530 euro (extended to 20,000 euro for households with at least four dependent children).
The discount will take effect from 2026
.As for the timing, the discount to households, which obtained an Isee certificate below the threshold in 2025, will be applied from the beginning of 2026. Since Tari due is usually quantified annually within the first months of the year and the Isee can be requested by citizens throughout the year, the data useful to apply the discount will therefore only be available in the year following the year in which the Isee is submitted.
How the relief is calculated
Each Isee household will be able to benefit from only one social waste bonus for each Isee year. It will be up to the managers to quantify the amount of the bonus, which, as mentioned above, will be calculated by applying a reduction equal to 25% of the Tari or of the corresponding tariff due gross of the equalisation components, net of VAT if due and of any further consideration for other activities outside the integrated municipal waste cycle or any balance relating to previous years.
