Non-EU work, 54% of applications from the South: growing risk of fraud
At the three click days of 18, 21 and 25 March, 231,000 applications out of a total of 702,000 arrived from Campania, three times more than Lombardy. Caserta and Salerno exceed Rome and Milan

It is the regions of Southern Italy and, in particular, Campania that have the greatest need for workers from non-European countries. At least according to the numbers. The data provided to Il Sole 24 Ore by the Ministry of the Interior, updated to 24 April, reveal in fact that 54% of the requests submitted by entrepreneurs and families in the last click days of 18, 21 and 25 March relating to the 2024 entries (it is still possible to submit applications until 31 December, but the available places are sold out in the first few minutes of the click days) came from the South.
An 'anomalous' territorial distribution and, above all, disconnected from the unemployment rates and the wealth of the entrepreneurial fabric, which, together with the reports of associations and trade unions, sounds like a warning: in the shadow of the click days, unfair practices and scams could be hiding, to the detriment of both non-European citizens who intend to enter our country to work, and companies in need of labour.
The distribution in the territory
.From Campania, where unemployment stands at 18% and there are about 600,000 companies registered as at 31 March, 32.8% of applications arrived, more than three times as many as from Lombardy (10.7%), which instead has 940,000 companies and an unemployment rate of just over 4%. More applications came from the Province of Naples than from Veneto and Emilia Romagna combined, while the Provinces of Caserta and Salerno are looking for more workers than those of Rome and Milan.
'Unfortunately, dishonest behaviour and cheating mechanisms do exist,' says Romano Magrini, Coldiretti's head of labour, immigration and security relations, 'and we have raised the problem with the relevant ministries: there has already been a meeting with the Ministry of Agriculture, Labour and the Interior because the risk is that it is the honest companies that really need workers that will remain outside the quotas.
The record number of applications in the March click days
.On the March click days, a record 702,000 applications were made against 151,000 available places for non-EU workers in 2024. Places which, as always happens, were sold out in a matter of minutes. Thus, there are many unsuccessful applications.
