From washing machines to refrigerators, with all the details on energy classes. The scheme of appliances that can be purchased with the state bonus is ready, but the green light will only be given in a few months, probably by the end of the year.
The inter-ministerial decree has been signed by the Minister for Enterprise and Made in Italy (MIM), Adolfo Urso, and the signature of the Minister for the Economy, Giancarlo Giorgetti, is also on the way. But the incentives will not start in September, as has been reported in recent days by several websites, as it will still be necessary to wait for the preparation of further implementing measures (directorial decrees) and the adaptation of the IT platform for applications. The wait, therefore, could be at the end of almost a year from the 2025 Budget Law that had introduced the measure.
Up to 200 euro for low incomes
The subsidy - in the form of a discount on the seller's invoice - is linked to the scrapping of a household appliance of the same type and lower energy class. It will be up to a maximum of 30 per cent of the purchase cost and in any case up to EUR 100 per household appliance, which can be raised to EUR 200 if the purchaser's household has an Isee of less than EUR 25,000. A total of 50 million euro is available (which will be reduced to 48.1 million after deducting the management costs borne by PagoPa and Invitalia). The bonus will be available to each household for a single appliance, "respecting the order in which the applications are submitted", the decree specifies, and "its recognition is subject to the actual availability of financial resources".
What appliances
There are two basic conditions: the products eligible for incentives must have been produced in a factory located in the EU and they must have certain energy efficiency standards, broken down by type. The scheme includes seven product categories: washing machines and washer-dryers of at least energy class A; ovens of at least class A; cooker hoods of at least class B; dishwashers of at least class C; tumble dryers of at least class C; refrigerators and freezers of at least class D; hobs that comply with the limits set by the EU Regulation 2019/2016. A list will be compiled that can be consulted online (and gradually updated) with the individual products allowed. A list "drawn up on the basis of a declaration in lieu of self-certification and affidavit, issued by each manufacturer", accompanied by the characteristics of the appliance and certification of possession of the requirements. The manufacturer wishing to register its products will have to access the IT platform via Spid or the electronic identity card of the legal representative and enter the company data.
The decree, nine articles in all, actually sets another condition: 'The bonus cannot be cumulated with other concessions as well as other benefits, including tax benefits, related to the same eligible costs'. It cannot therefore be used by those who benefit from the 50 per cent deduction for large household appliances linked to the building renovation bonus.
