The Council of Ministers gives the go-ahead to the Draft Budget Law. Approval for the draft decree on the former Ilva site and for measures concerning the Campi Flegrei
Autonomy: final agreements have been signed with the four regions that have embarked on the process
The Council of Ministers has given the go-ahead to the Draft Budgetary Plan (DBP), which must be sent to Brussels by 15 October. The government has also given the green light to the new Highway Code.
Ilva: decree to keep Taranto running whilst awaiting the Court of Cassation’s ruling
The decree-law on Ilva has been approved; its measures include maintaining the operational capacity of the Taranto plants, promoting the reindustrialisation of the former Ilva sites, attracting new investment to the Taranto area, and supporting the redeployment of workers affected by the crisis. In particular, the plan provides for the hot-work facilities to be kept on standby until the Court of Cassation issues its ruling, and for the disbursement of the final instalment of the loan – amounting to 40.5 million – to Acciaierie d’Italia in AS, in accordance with the European Commission’s decision last February.
The Minister for Labour, Marina Elvira Calderone, explains that “the measure consists of three sections; the first is dedicated to urgent measures for former Ilva workers and for workers in the Adi supply chain under special administration”. At a press conference, Calderone emphasised that “significant protection” is provided for the redundancy fund for the supply chain, with a measure derogating from the ordinary redundancy fund regulations, effective from 1 October 2026 until 30 June 2027.
Article 4 of the draft decree on the former Ilva, which has been approved, “authorises the commissioners to keep the plants in the smelting area at operating temperatures to prevent irreparable damage, obviously until the publication of the grounds for the Court of Cassation’s judgement on the injunction and, in any event, no later than 15 December 2026”. However, for the minister, there is “one firm point”, namely that “the obligations to monitor emissions remain in force even in the absence of operational activity”.
The decree also provides for a total exemption from social security contributions “for employers who, from 1 November 2026 to 31 December 2027, take on employees from Acciaierie d’Italia and Ilva in AS on permanent contracts”.
