Fer2 decree for innovative renewable energy plants in force

The decree promoting the construction of innovative or high-cost renewable energy plants has been published on the website of the Ministry for the Environment and Energy Security. These include, among others, Mase explains, plants powered by biogas and biomass, thermodynamic solar, geothermal, off-shore wind, floating photovoltaic both off-shore and on inland waters, and plants powered by tidal, wave, and other forms of marine energy, which present characteristics of innovation and reduced impact on the environment and territory. As envisaged by the measure, which will come into force on 13 August 2024, within the next thirty days the operating rules will be approved by the Ministry, based on a proposal from the Energy Services Manager, which will have to regulate the procedures and timing for the recognition of incentives.

The Yes of the European Commission

The draft decree first got the green light from the European Commission. The objective of the intervention is to incentivise the construction of a capacity of 4.6 GW of plants by 31 December 2028, including: off-shore wind power plants, zero-emission geothermal power plants, traditional geothermal power plants, biomass and biogas-fuelled plants, floating photovoltaic plants on inland waters and at sea, as well as plants from tidal, wave and other forms of marine energy and thermodynamic solar plants.

To whom it is addressed

The tax incentive is designed to benefit a wide range of stakeholders interested in energy production from renewable sources. It is mainly aimed at companies, local authorities and individuals who wish to contribute to the country's energy transition. Here are the details and the main categories that can access it. Owners of energy production plants; the RES Decree 2024 is aimed at those who already own or intend to build solar thermodynamic, geothermal, offshore wind or biomass plants. Companies and small and medium-sized enterprises (SMEs). One of the country's priorities is to support Italian companies on the path to sustainability. SMEs, in particular, can benefit greatly from this decree, which lowers the initial investment and operating costs of plants. Local authorities and public administrations are encouraged to invest in renewable energy projects to reduce emissions at municipal and regional level and raise awareness of environmental sustainability. Public authorities can access specific funds and favourable tariffs. Then there are individual citizens: in particular, those who wish to install renewable energy production systems in their homes can access the incentives provided by the RES2 Decree. This translates into an opportunity to lower utility bills and contribute to the fight against climate change.
