Bills, from gas to waste: here's how to access the bonus to get the discount
The new benefit in the form of a discount on the Tari (city tax) will arrive in 2026, but for economically disadvantaged households, it is already possible to access a number of concessions to ease the cost of the bill

The new bonus, which will be applied to the Tari, or in any case to the tax paid by citizens for waste, will arrive in 2026 and will lead to a 25% discount on the expense to be paid by 4 million families in economically disadvantaged conditions: the facilitation will be reserved for all families with an Isee (Equivalent Economic Situation Indicator) of less than 9,530 euro or less than 20,000 euro for large families, i.e. those with at least four dependent children. For those who meet these requirements and are therefore in an economically difficult situation, there are also other bonuses that make it possible to reduce the energy costs incurred with bills, from electricity to gas and water. Let's take a detailed look at how the subsidies work and how much they amount to.
What does the benefit consist of
?The social bonus consists, as mentioned, of a discount applied automatically on electricity, gas and water bills to households with an Isee sub-threshold certificate. It is available for 12 months, on a single supply for each type of service (electricity, gas and water) and can also be assigned to families living in a condominium. The bonus, it is worth remembering, has been flanked, but only for 2025, by an extraordinary contribution of 200 euro on the electricity bill of domestic customers with Isee values up to 25,000 euro, as a temporary measure of economic support for households in particularly difficult economic conditions.
In order to obtain the bonus, it is necessary to present the Dichiarazione Sostitutiva Unica (Dsu) and thus obtain an under-threshold Isee certificate that allows access to the benefit. If the Isee value is below the threshold envisaged by the regulations and the household's supplies meet the eligibility requirements, which are verified by Sii (the computerised brain that contains all the information on electricity and gas supplies as well as customer data) or by the water manager for the water bonus, the benefit is recognised for 12 months.
How to access social bonuses
Those concerned will have to submit a new Dsu to obtain the bonus again for the next 12 months. Each household is entitled to one bonus for economic hardship for electricity supply, one for gas supply and one for water supply, if the eligibility requirements recognised by the system are met. If these requirements are validated, the household is entered in the automatic procedure.
The amount of subsidies
.But how much are bonuses worth? The amount varies according to the type and value of the electricity and gas bonus is set by the Authority for Energy, Networks and Environment (Arera). The annual value of the electricity bonus depends on the number of household members indicated in the Dsu and the discount applied is the same every month (for all 12 months of the year in which the customer is entitled to it). The customer will therefore find the same discount in each bill (e.g. if the bill is issued every 2 months, and the monthly discount is €15, in each bill he will find €30 of social bonus reduction).
