Anti-fraud Isee, identity card for life for the over 70s and digital voter card: green light for Pnrr decree
New digital measures to simplify services for citizens and prevent state fraud. No entrepreneur-saving regulation

Three measures to make people's lives easier and, at the same time, prevent fraud against the State. Inside the Pnrr decree, which got the green light from the Council of Ministers on 29 January, are the pre-filled Isee, the electronic identity card for life for the over 70s, and the digital voter card. This is why the article in question is entitled 'simplification measures in favour of citizens and consumers'.
The Isee anti-fraud
In fact, with the novelties for the compilation of the Isee, the aim is also to avoid false declarations that allow people to obtain benefits that are not due. Because from now on, schools, universities, municipalities, and all other public administrations that grant discounts and bonuses based on the indicator will have to 'acquire ex officio the data strictly necessary for the granting of subsidised social benefits through the Inps national digital platform'.
The illustrative report explains that the rule does not entail any new expenditure, 'on the contrary, the provision is likely to have positive effects, reducing the risk of granting scholarships and other subsidised benefits to those who are not entitled to them, on the basis of untruthful declarations, since university and higher education institutions can directly verify the Isee data declared by enrolled students by accessing the national digital data platform ex officio'.
The measure does not provide for a transitional phase, and will therefore come into effect immediately, with the entry into force of the decree. Just in time to avoid the rush to make the declaration that is usually thick right in February, when a substantial slice of the more than 10 million Dsu's submitted each year are crowded.
The identity card for the over 70s
Paragraph 2, on the other hand, modifies the discipline of the validity of the electronic identity card (Cie) to be issued to the over-70s, with the aim - it says - 'of simplifying the fulfilments for the elderly, reducing inconveniences and administrative burdens, and lightening the work of municipalities, in line with the principles of simplification and proportionality'.
