It-Wallet in the Official Gazette: what’s changing for businesses and the public

A genuine wallet , in which to store personal documents and more, but in a digital and interoperable format. This is the It-Wallet, available from 3 August – the day on which the decree of 19 March 2026 governing the It-Wallet system and related services was published in the Official Gazette – with features being rolled out gradually. Thanks to the It-Wallet, the digital wallet integrated into the IO app, it will be possible to provide companies and public administrations with the information required to access services in the form of electronic certificates. The IT-Wallet will also contain personal documents in digital format: from December 2024, Italian citizens and residents will be able to store digital versions of some of their key personal documents on IO, such as their driving licence and health card.

Public administrations, public service providers (including listed companies) and publicly controlled companies (excluding listed ones) may register with the system as authoritative sources. They may make available data and documents relating to the powers, authorisations, characteristics, licences or status of natural and legal persons in the form of electronic certificates. These same entities may also make available to the provider of electronic certificates of public interest the data and documents necessary for the generation of such certificates. Private individuals will also be able to register with the system, again from 3 August. Once registered, It-Wallet solutions can be used to access online services provided by public bodies and private organisations. Within 12 months, i.e. by 3 August 2027, public administrations, public service providers and publicly controlled companies must join the IT-Wallet system as holders of authentic sources, in order to make data and documents available.

The State Printing Works and Mint, as PagoPA, designs, develops and manages the organisational and technological infrastructure required for the implementation of the system, ensuring compliance with the national and European regulatory framework governing digital identity. It also issues electronic certificates containing personal identification data following user authentication via the high level of assurance provided by the CIEid system. The Poligrafico Institute also makes available electronic certificates for identity and recognition documents, featuring a photograph of the holder, which are also valid for identification via the It-Wallet solution. By 3 February 2028 (18 months from the publication of the decree), the Institute will be able to issue electronic certificates of personal identification data even after verifying the user’s identity via the electronic identity card (CIE). The data submitted, whether to public administrations or private entities, in the form of electronic certificates from the wallet, will be exempt from verification: authenticating via It-Wallet, explains Article 6 of the decree, is equivalent to the identification methods using the Public Digital Identity System (SPID) and the Cie.
