After the green light from the House, the Meloni government's third manoeuvre now passes to the Senate for the final OK. In the belly is a package of family-supporting measures: one thousand euros for those born in 2025, a bonus for mothers, parental leave, the refinancing of the Charter dedicated to you, as well as measures on mortgages for the first home.
The refinanced funds
.The Budget Bill refinanced the Fund for the purchase of basic foodstuffs - 'Dedicated to you' card, the Fund for the distribution of foodstuffs to needy people, the Guarantee Fund for the first home, the Fund for non-self-sufficiency and the Fund for policies in favour of people with disabilities.
A one-off payment of one thousand euro for each child born or adopted in 2025
With regard to the family, in order to encourage the birth rate and contribute to child support expenses, a one-off allowance of €1,000 is introduced for each child born or adopted as from 1 January 2025; the benefit - recognised by INPS upon application - is subject to the condition that the applicant parent's family unit has an Isee value of no more than €40.000 euros per year - an Isee value that is calculated net of the single and universal allowance for dependent children - as well as the condition that the applicant parent is resident in Italy and falls within the categories of citizenship or residence permit or family ties specified.
Card "Dedicated to you"
.An increase of 500 million euro is established for 2025 in the endowment of the Fund for the purchase of basic necessities destined for the purchase of basic foodstuffs by persons with an Isee not exceeding 15,000 euro, to be used through a special enabling system by means of a payment instrument called the 'Dedicated to You' Card, to be distributed according to the methods identified by a specific interministerial decree.
Parental leave
.The manoeuvre provides for female employees who have terminated their maternity or paternity leave as of 1 January 2024, to increase the parental leave allowance to 80 per cent of salary for three months within the sixth year of the child's life (instead of 60 per cent, already provided for the second month, and 30 per cent, already provided for the third month).
