New doctors' contract signed: increases of 491 euro gross per month and 6,500 euro in arrears
The total available resources of EUR 1.2 billion ensure an average increase of 7.27%. Negotiations now open for the years 2025-2027
The National Collective Bargaining Agreement 2022-2024 for the Medical and Healthcare Executives Area has been signed at Aran, the Agency for the Negotiation Representation of Public Administrations, which concerns 137 thousand executives, including 120 thousand doctors and 17 thousand non-medical healthcare executives. The total resources available, amounting to 1.2 billion euros, ensure an average increase of 7.27%, translating into average increases of approximately 491 euros per month for 13 months and into average arrears estimated at 6,500 euros.
The negotiations, which started on 1 October, took place in a positive atmosphere and resulted in an agreement that was considered very satisfactory by most of the trade unions. Fp Cgil Medici and Fassid did not join. "Today's signature came a little over a month after the start of negotiations. Significant economic increases are guaranteed, including EUR 6,500 in average arrears. Today's go-ahead paves the way for the rapid start of negotiations for the three-year period 2025-2027. I thank the trade unions for their contribution and constructive confrontation," warns Aran president Antonio Naddeo. Who now says he is confident that the new contract will soon be signed: "The signing in record time opens the way for the 2025-2027 renewal. A new contractual round that can count on the resources allocated by the last budget law.
"It was supposed to be a quick negotiation and so it was. At the fourth meeting at Aran, the pre-agreement was signed for the renewal of the National Collective Labour Agreement for doctors and healthcare executives for the three-year period 2022-2024," said Guido Quici, president of the Cimo-Fesmed Federation, recalling that the agreement provides for monthly increases ranging from 322 euro gross for basic positions to 530 euro for the directors of complex operating units in the surgical area, while arrears range from 8.066 euros and 13,480 euros, gross of the contractual holiday allowance already paid.
"On the whole, we are satisfied with the result obtained, which accepts many of the requests we put forward," he emphasises. "As we had repeatedly hoped, the negotiations focused on the economic aspects, managing to allocate almost 90% of the resources to the fixed part of the salary. 'Now,' Quici concludes, 'it is essential to arrive as soon as possible at the final signing of the contract and to allow the regions to issue the directive for the start of negotiations for the three-year period 2025-2027.
Satisfaction was also expressed by the General Secretary of the CISL, Daniela Fumarola: "This is a significant result that concerns a crucial sector for the life of the country. "We are talking about professionals who, in recent years, also because of the pandemic and the reduction in staff, have guaranteed care and assistance to citizens with commitment, sacrifice and a sense of responsibility. To them goes our recognition and gratitude," the trade unionist added.
