Wsj: Germany prepares secret plan in case of war with Russia
According to the Wall Street Journal, Germany is developing and implementing a secret plan to cope with a possible war with Russia, which includes the deployment of up to 800,000 NATO soldiers on the eastern front. About two and a half years ago, 12 senior German officers met in a military complex in Berlin to draw up the plan, known as Operation Plan Germany or Oplan Deu, a secret 1,200-page document. The plan details the transportation of German, American, and other NATO troops to the front, indicating ports, rivers, railways, and roads, as well as how to supply and protect them during the advance. The Wsj emphasises that, according to the German authorities, Russia could be ready for an attack against NATO by 2029, but a series of incidents of espionage, sabotage, and incursions into European airspace, attributed by Western services to Moscow, would lead to fears of early preparation. A possible ceasefire in Ukraine, pushed by the US, could free up time and resources for Russia to plan actions against NATO members in Europe. According to the authors of the plan, the main goal is to prevent conflict by clearly showing the adversaries that an attack on Germany would not succeed. Oplan Deu is kept in an isolated military network and is currently in its second version, with contributions from ministries, government agencies and local authorities. Army General André Bodemann, a veteran of Kosovo and Afghanistan, coordinated the first draft by March last year. The plan places special emphasis on infrastructure: by 2029 Berlin plans to invest EUR 166 billion, of which more than EUR 100 billion is earmarked for neglected railways and the construction of dual-use civil-military infrastructure. In the event of war with Russia, Germany would become a logistical zone rather than a frontline state, facing degraded infrastructure, reduced military forces, and threats such as drones. Regulatory difficulties in peacetime have complicated defence against sabotage, one of Oplan's main concerns. Despite this, the Bundeswehr remains optimistic: considering that work started from scratch at the beginning of 2023, the authors rate the progress as satisfactory, although recent stress tests show that much remains to be done.

The European promise to deliver 2 million large-calibre artillery shells to Ukraine by the end of the year has been achieved "by 80 per cent" and it is expected that the numbers may rise further in the coming weeks. This was stated by European sources on the eve of next Monday's defence council meeting. At the same time, the EU officials note, Kiev's needs have changed and it now demands drones rather than artillery pieces from its partners.

Merz, ensure strong army in Kiev, premature to speak of sending troops

EU source, Kiev needs 70bn a year even with ceasefire
"Ukraine's defence needs are very high. It is around EUR 105 billion for next year. Of this, 52 billion can be financed by Ukraine itself. The rest should come from partners. By this I mean the planning of a war scenario. Of course, Ukraine is planning two different scenarios. One is the war scenario, the other is the post-cessation of fire scenario. Putin: presidential election and referendum with an end to martial law
Ukrainian presidential elections and a referendum are to be announced as soon as martial law is lifted, Russian President Vladimir Putin said today. "As soon as peace agreements of any kind are concluded and hostilities cease, martial law must be lifted immediately. And if martial law is lifted, (presidential) elections must be announced immediately.... After that, a referendum will have to be held on all territorial issues,' Putin told reporters in Bishkek, Kyrgyzstan. The Ukrainian leadership has made a strategic mistake by not holding presidential elections, Putin said, adding that Russia holds elections, including presidential elections, even under conditions of a military operation. It is difficult for the current Ukrainian leadership to count on winning elections without fraud, Putin said, recalling that only Ukraine's Verkhovna Rada has the right to extend its powers under martial law, and the president does not.

Putin: international community must recognise agreements
The decisions on the Ukrainian agreement must be internationally recognised, Russian President Vladimir Putin said today.
"We need these decisions of ours to be recognised internationally by the main international players," Putin told reporters in Bishkek. The issue of the US recognition of Crimea and Donbass should be the subject of negotiations with the US, Putin said, adding that Russia needs international recognition of its new territories, but not from Ukraine. Putin, war will end when Kiev troops withdraw, US plan basis for peace
The Ukrainian leadership is illegitimate and there is no need to sign joint documents with Kiev. Russian President Vladimir Putin said that the US plan can be a basis for a peace agreement and that Dombass and Crimea are key points in this agreement. On the hypothesis of stopping hostilities and then negotiating on a peace agreement, Putin reiterated the Russian line: the war will end when Kiev's troops also withdraw from the territories they currently control and which Russia claims, especially those areas of Dombass not yet conquered. Moscow: US recruits mercenaries for Ukraine in the Philippines
The US has started a campaign in the Philippines to recruit volunteers to fight alongside the Ukrainian armed forces, with the German embassy issuing Schengen visas. This was stated by Russian Foreign Ministry spokeswoman Maria Zakharova.
"According to information received, US representatives have started a campaign in the Philippines to recruit local citizens to fight alongside the Ukrainian armed forces... A 34-year-old woman and a six-year-old child were killed in the Ukrainian city of Kherson this evening at 7.40pm after Russian forces dropped explosives from a drone on a car. This was said by Oleksandr Prokudin, head of the Kherson Oblast military administration. Ukrainska Pravda writes this. Prokudin added that a 50-year-old man was also injured. Rutte, Russia has no say on Ukraine's membership in NATO

Ukraine: Air Force shoots down 92 Russian drones in the night
In its daily report on Russian night attacks, the Ukrainian Air Force said it was attacked by 142 Shahed and Guerbera type drones, among others, between Wednesday and Thursday night.
