For the first time in Italy, from Sunday 24 November, those applying for unemployment (Naspi and Dis-Coll), once accepted and in payment, will be automatically enrolled in the Siisl platform, Sistema informativo per l'inclusione sociale e lavorativa, the new tool of the Ministry of Labour, managed by Inps, for the crossing of supply and demand for training and work.
As of 18 December, then, the platform will be open to all Italian and foreign citizens who, on a voluntary basis, will be able to upload their curriculum vitae and express their interest in working or training. The decree, signed by Marina Calderone (now being examined by the Corte dei Conti), implementing the Cohesion Decree, is ready. It also sets out the terms and conditions under which employers can publish their personnel searches on Siisl, how vacancies published by employers on other national and international public platforms will be included in the system, and the limits and guarantees in the use of artificial intelligence to direct users to training and work opportunities in full compliance with personal data privacy regulations.
Those who have lost their jobs will thus have more opportunities to find employment in line with their education and previous professional experience or to train to increase their attractiveness, while companies will be able to acquire qualified personnel. 'Our focus is on jobs: the Siisl platform is a tool for optimising the matching of job and training supply and demand,' stressed Labour Minister Calderone. With this decree, we are consolidating the creation of a single digital system at the national level that overcomes the parcelling out that has existed up to now and, in the future, will make it possible to map training needs, types of courses offered and skills sought, as well as workers seeking new employment. This is an operation of transparency, and therefore also legality, that will help to have a systemic vision that is fundamental for tackling the major transitions underway in the world of work'.
Going into the details of the ministerial provision, 16 articles in all, it is the Inps that transmits to Siisl the contact details of the unemployed to be entered ex officio. Checks are then triggered (the interested party can always change his email address and telephone number). From the day after the application for unemployment (Naspi or Dis-Coll) is accepted, the beneficiary, within 15 days, logs in to Siisl to fill in the data needed to activate the digital activation pact, to integrate the Cv, and to draw up the personalised service pact (then finalised by the employment centre). The person concerned may also choose the best performing employment agencies.
Once you have registered in Siisl and signed the digital activation pact, you can view job offers or training proposals on the platform. As of 18 December, all citizens, including foreigners, will be able to enter their CV into Siisl and thus consult job or training offers.
