Who has to use XFir and who still has a choice
Waste and businesses: end of the extension. Penalties and digital form now in force
From Tuesday 15 September, penalties will apply for the failure to submit, or the incomplete submission of, data contained in the forms to the Electronic Waste Traceability Register (Rentri): administrative penalties ranging from 500 to 2,000 euros for non-hazardous waste and from 1,000 to 3,000 euros for hazardous waste. This excludes clerical errors and procedural breaches. From Wednesday 16 September, companies required to use the electronic form introduced by Rentri (known as XFir) and compliant with Annex II, Ministerial Decree 59/2023, may no longer choose between paper and digital formats and must begin keeping records exclusively in electronic format in accordance with the new rules of Decree-Law 210/2026, in force since 5 August. The double extension was introduced by Article 13 of the Conversion Act (26/2026) of the ‘Milleproroghe’ Decree-Law (200/2025). In a complex system, it is important to remember the golden rule: the rules for the supply chain are dictated by the producer/holder. The format of the form they issue (digital or paper) binds both the carrier and the recipient to the same method of handling. Therefore, coordination is required before the waste is collected.
