80 people died and more than 140 were injured when a high-speed train derailed near Santiago de Compostela in July 2013.
An investigation revealed that the train from Madrid was travelling at 190 km/h along a section with an 80 km/ h limit.
Investigators also discovered that the driver was talking on his mobile phone moments before the accident.
It is the most serious railway accident in the country since 3 January 1944, when hundreds of people perished in a collision.
